Abstract
This Ordinance provides for the establishment of the Provincial Water Board to manage groundwater rights in Baluchistan, and defines its composition and its functions.
Functions of the Board include: laying down policies for conserving and developing groundwater resources; making rules and regulations for the use of groundwater resources; supervising and controlling the various water committees; declaring Designated Ground Water Basins; and registering open surface wells, tube wells, springs, etc.
The Ordinance further provides for the establishment of Water Committees in each District to implement the policies and directions of the Board, and to issue water permits to various water users.
