Abstract
The main purpose of the Ordinance is to establish the Pakistan Cotton Standards Institute (PCSI) as corporate body. The general direction and administration is vested in a governing Board, whose members are drawn from federal and local government agencies, cotton growers, millers, ginners, and exporters associations, and the Director of the Pakistan Cotton Standards Institute. There is also an Executive Committee which is under the instructions of the Board, acting as the main administrative body of the Institute.
The functions of the Institute are manifold, and include: to introduce and implement standardization and quality control of cotton; to establish cotton standards and seed cotton grades for classification; to prepare, approve, and sanction standards boxes and seed cotton boxes; to apply quality control for the export of cotton and the procedures for its handling in certified ginning factories; to classify lint cotton and issue lint cotton quality cards for each lot; to train ginners, spinners, and exporters in cotton grading and classing; to settle disputes among buyers and sellers of seed cotton and cotton lint; to apply fibre-testing using internationally accepted instrumentation; to review and introduce improved methods of testing, etc Afund known as the Pakistan Cotton Standards Institute Fund is instituted to meet expenses in connection with the functions of the Institute. The Board may make rules for carrying out the purposes of this Ordinance with the previous approval of the federal government and by notification in the Official Gazette. Such rules may address the many issues relevant to the cotton trade.
