Abstract
The Policy aims to enhance access, effectiveness, and sustainability of water supply interventions through research and development, inter-sectoral collaboration, and allocation of resources to achieve its goal of universal access to clean drinking water in Khyber Pakhtunkhwa. The Policy outlines a strategic framework for ensuring access to clean and sufficient drinking water for all citizens in the region. The Policy emphasizes the importance of water as a basic human right and the responsibility of the government to provide it to all individuals. It highlights the need for efficient resource allocation, institutional coordination, and community participation in planning, implementing, and monitoring water supply systems. The Policy focuses on key principles such as corporate governance, professional management, performance measurement, and accountability in improving urban public sector services. It also aims to protect and conserve water resources, introduce legislation and regulations to support Policy objectives, and promote community empowerment in water supply system operations. Additionally, the Policy encourages the use of cost-effective and appropriate technological options, public awareness on water protection and conservation, and capacity building for government agencies and community organizations involved in water supply projects. It also advocates for public-private partnerships to enhance access to drinking water and sustainable operation of water supply systems.
The Policy further provides for roles of the provincial government and district government, regulatory authority and private sector for institutional framework and sectoral planning. The text further outlines provisions for protection and conservation of water resources, water quality, and capacity development. The Policy finally describes decision taking requirements and necessity for use of technology and increasing public awareness. The Policy contains 12 Parts and has one attachment with regard to PHED Standard Operating Procedure.
