Abstract
The Gilgit-Baltistan Public-Private Partnership Act, 2019 establishes a legal and regulatory framework to facilitate collaboration between the public and private sectors for infrastructure and service delivery. It aims to attract private investment by defining transparent procedures for planning, approving, and implementing Public-Private Partnership (PPP) projects. The Act outlines institutional arrangements and assigns responsibilities to ensure proper oversight, risk sharing, and financial management. The Act provides for organisational framework, project delivery process, procurement, finance, and other issues including indemnity, and dispute resolution. The Act consists of 31 Articles divided into VI Parts and one schedule on Infrustructure Sectors.
