Abstract
This Khyber Pakhtunkhwa Livestock Policy 2018 is a sectoral policy document at provincial level. The vision of the Policy is: A competitive, responsive, compliant and sustainable livestock sector supplying safe and affordable food of animal origin to domestic and international markets.
The Policy supports helping eliminate hunger, food insecurity and malnutrition. It proposes to strengthen livestock sector, with main focus on increasing milk and meat production, aiming to provide quality food services to all.
The Policy promotes to make livestock sector more productive and sustainable. It encompasses allied specialized areas like animal welfare, climate change, gender mainstreaming and coordination at different levels.
The Policy seeks to enable more inclusive and efficient agricultural and food systems by focusing on animals' health and disease control, breeding and genetic resource conservation, nutrition, livestock marketing and institutional restructuring for specialized tasks. The Policy has stressed urgent need to redesign the animal health and disease control programme, policy for disease surveillance, reporting, diagnosis and epidemiological services. Under the policy, the provincial government will make efforts to improve the veterinary/farmer interface through strengthening the extension services and livestock farmers' field schools (LFFS). Attention is paid to animal breeding and genetic resource conservation with the preservation of indigenous livestock breeds being a priority. The Policy proposes a vision to have a competitive livestock industry leading to food security and commercialization based on efficient livestock marketing system. A forum shall be established for improving the relationship between livestock health services and traders, migratory livestock keepers and market's administrators with special focus on improving bio-security in animals' trade. The level of professionalism of officers at all levels will be raised by paying attention to university curriculum as well as post-graduate training, followed by a qualitative shift away from the treatment of animals into regulatory matters and disease prevention and control. The livestock department will also frame strategy for forage conservation and pasture management formulated together with establishing standards for feeds and contamination.
