Abstract
This Act, consisting of 48 sections divided into eleven Chapters, provides for the establishment of a National Disaster Management System. After the commencement of this Act the Federal Government may establish the National Disaster Management Commission and the National Disaster Management Authority, entitled to perform the following activities: lay down policies on disaster management; approve the National Plan and plans prepared by the Ministries or Divisions of the federal Government; lay down guidelines to be followed by Federal Government and Provincial Authorities; arrange for, and oversee the provision of fund for the purpose of mitigation measures, preparedness and response; provide such support to other countries affected by major disasters; and take other measures for the prevention of disaster or the mitigation or for preparedness and capacity building for dealing with disaster situation.
The National Plan shall be prepared by the National Authority having regard to the national policy in consultation with the Provincial Governments and expert bodies or organizations in the field of disaster management and approved by the National Commission. The Plan includes measures to be taken for the prevention of disasters or the integration of mitigation measures in the development plans; measures to be taken for preparedness and capacity building to effectively-respond to any threatening situations or disasters; and roles and responsibilities of different Ministries or Divisions of the Federal Government in respect of the above mentioned measures. The Act is divided as follows: National Disaster Management Commission (Chap. II); Provincial Disaster Management Authority (Chap. III); District Disaster Management Authority (Chap. IV); Measures by the Government for Disaster Management (Chap. V); Local Authorities (Chap. VI); National Instilute of Disaster Management (Chap. VII); National Disaster Response Force (Chap. VIII); Finance, Accounts and Audit (Chap. IX); Offences and Penalties (Chap. X); Miscellaneous (Chap. XI).
