Abstract
The policy aims to ensure environmentally sound management of hazardous waste in alignment with international agreements to protect public health and the environment. It prohibits the import of hazardous waste for disposal while allowing controlled imports for recycling and recovery, emphasizing sustainable waste management and rehabilitation of contaminated sites. The policy focuses on implementing international conventions, preventing and controlling hazardous waste generation, regulating transboundary movements, strengthening enforcement mechanisms, and building stakeholder capacity. The policy emphasizes waste prevention, recycling, treatment, and disposal while ensuring proper infrastructure, pollution control, and risk management. The policy includes licensing, monitoring, human resource development, research, occupational health and safety, public awareness, sustainable financing, and a structured implementation plan led by a National Implementation Committee and Technical Committees. The document specifies responsibilities for various parties involved in hazardous waste management, including generators, carriers, and management facilities. Implementation of the policy will be overseen by the National Implementation Committee, which will review progress biannually and ensure effective strategies and action plans are developed. The Committee is tasked with monitoring and evaluating the implementation of the policy, conducting mid-term reviews, and recommending necessary adjustment.
