Abstract
The Pakistan Trade Control of Wild Fauna and Flora Rules, 2018 were enacted under Section 28 of the Pakistan Trade Control of Wild Fauna and Flora Act, 2012 to regulate trade in wild species and ensure compliance with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These rules establish the legal framework for the import, export, re-export, and introduction from the sea of listed species. They define critical terms, designate enforcement authorities, and outline procedures for obtaining and issuing permits, certificates, and no-objection clearances to control wildlife trade within and across Pakistan’s borders.The framework establishes a Management Authority comprising federal and provincial representatives, and scientific experts responsible for implementing, monitoring, and reporting on CITES obligations. It also provides for the creation of Scientific Authorities in each province to offer technical advice on species conservation and trade impacts. The rules detail the processes for registration, enforcement, and coordination among agencies, including mechanisms for confiscation and rehabilitation of wildlife specimens. Designated ports, airports, and harbors are specified for all international wildlife trade activities. The text consists of 11 Articles and 1 Annex.
