Abstract
The Punjab Local Government Act 2022 is a legislative framework that governs the establishment, structure, and functioning of local governments in Punjab, Pakistan. The Act emphasizes transparency, accountability, and ethical conduct among elected officials, Chief Officers, officers, and servants of local governments. It outlines rules of conduct, conflict of interest guidelines, and penalties for offenses such as illegal dumping of solid waste and refuse. The Act also addresses the demarcation, classification, and constitution of Metropolitan Corporations and District Councils, ensuring proper oversight, checks and balances, capacity building, and coordination through a designated Commission. It mandates that all individuals involved in local governance must act honestly, efficaciously, and efficiently in the best interest of residents without bias or personal influence. Furthermore, the Act requires adherence to democratic values, prevention of misuse or misappropriation of local government funds, and upholding the law without discrimination. It also includes provisions for the trial of offenses in a summary manner and outlines procedures for fines and penalties.
Chapter VII of the text provides for the functions and powers of Metropolitan Corporation and District Council including urban design; manage development plans; lease and rent out properties; collect approved fees and taxes; develop integrated system of water reservoirs, water sources, water supply and treatment plants, liquid and solid waste collection, disposal and treatment including landfill site and recycling plants, sanitation and other municipal services. The Council is further responsible for maintaining a comprehensive data base and information system; regulating and organizing sports, cultural, traditional and recreational events; ensuring environmental protection; and encouraging tree afforestation and plantation at local level. The Act consists of 209 Articles divided into 14 Parts.
