Abstract
The Rules are implemented pursuant to Section 83 of the Sindh Wildlife Protection, Preservation, Conservation and Management Act 2020. The Rules provides for the duties and the power that is granted to the government to protect wildlife and to handle native wild origin wildlife in the Province. The Forest and Wildlife Department has the power to declare protected areas, prohibit certain actions, and prepare management plan for protected areas. The text further outlines regulations for the related offences for protection of wildlife, the procedures of compounding of an offence, power to arrest without warrant, and prosecution process. Article 36 lists the actions that are deemed cruelty to wild animals and provides for its prevention. The Rules verifies the regulations for controlling import, export, re-export and smuggling of the wildlife species and setting up a wildlife protection police. The text further provides for protection of indus dolphin, trees and habitats, fresh water bodies and wetlands, and requirement for licensing operation of eco-tourism.
Chapter IV provides regulations for hunting including game reserve, hunting season process, shooting permit and allotment of areas as falconry grounds during hunting season. Chapter V refers to possession, trade and trafficking of wildlife and provides for certificate of lawful possession, import and export of captive-bred wildlife. Chapter VI outlines the zoo licensing, classification and administrative and staffing pattern. Chapter VII outlines regulations for community participation for conservation of wildlife such as volunteers of wildlife, NGOs, local leaders for wildlife conservation. The Rules consists of 125 Articles divided into 8 Chapters and contains various forms and tables in the appendix. Final appendix is the wildlife manual with reference to Article 114 of the Rules.
