Abstract
This document explores Pakistan’s energy sector transformation, highlighting investment opportunities, challenges in energy access, and the push for renewable energy and efficiency improvements by 2030. The goals for Pakistan’s energy sector transformation focus on rapidly expanding off-grid solar solutions, boosting the share of renewable energy through measures like net metering and reverse auctions, and achieving a 655% increase in renewable energy contribution by 2030. At the same time, the country aims to double its rate of energy efficiency improvement, targeting an annual 3.4% reduction in primary energy intensity by 2030, in line with the Sustainable Energy for All (SEforAll) objectives. Achieving these targets requires strengthening institutions, building technical capacity, and operationalizing energy efficiency cells at the provincial level to effectively drive conservation initiatives. Pakistan’s Vision 2025 prioritizes energy, water, and food security, with a strong emphasis on the energy sector, reflecting the government's firm commitment to sustainable development. The Vision highlights the goal of providing uninterrupted access to affordable and clean energy for all. The text consists of 4 Parts and provides for vision and targets unitl 2023, priority action areas, enabling action areas, and coordination and follow-up.
