Abstract
The present Act regulates the drawing up and implementation of the National Development Plan 2004-2006 and includes: principles of coordination and cooperation of governmental administration organs, council administration organs, public and economic partners; principles of cooperation with European Communities institutions and international organizations; financial instruments; institutional system; system of programming, monitoring, reporting, evaluation and inspection. The Act consists of eight Sections: General provisions (sect. 1); Preparing National Development Plan (sect. 2); Organs and institutions responsible for preparing and executiing the Plan (sect. 3); Financial execution of the Plan (sect. 4); Provincial contract (sect. 5); Financing tasks concerning regional development (sect. 6); Monitoring execution of the Plan (sect. 7); Reporting (sect. 8); Controlling execution of the Plan (sect. 9); Evaluation of the effectiveness and efficiency of the execution of the Plan (sect. 10); Changes in valid provisions, transitional and final provisions (sect. 11). The National Development Plan is a document describing the aims of public and economic development of the country. In particular, the National Development Plan is focused on the development national agriculture and fisheries.
