Act on planning and spatial development.

This Act specifies the principles of shaping spatial policy by local government units territorial and government administration bodies, the scope and methods of proceeding in matters of the allocation of areas to specific goals and establishing the rules for their development and taking spatial order and sustainable development as the basis for these activities.
The Act consists of 7 Chapters divided into 89 articles: General rules (1); Spatial planning in the commune (2); Spatial planning in the voivodeship (3); Spatial planning at the national level (4); Functional areas (4a); Location of a public purpose investment and establishing development conditions for other investments (5); Spatial data sets (5a); Amendments to the binding provisions (6); Transitional and final provisions (7).
In planning and spatial development, particular account shall be taken of: the requirements of spatial order, including town planning and architecture; architectural and landscape values; environmental protection requirements, including water management and protection of agricultural and forest land; requirements for the protection of cultural heritage, monuments and cultural property; requirements for the protection of health and safety of people and property, and the needs of people with special needs; economic values of space; ownership; the needs of state defense and security; needs of public interest; the need for the development of technical infrastructure; the need to ensure adequate quantity and quality of water for supply purposes population; etc.
