Abstract
The purpose of this Act is to protect the public from SARS-CoV-2 and the pandemic it causes. The present Act lays down: (1) the principles and methods of preventing and combating infection with the SARS-CoV-2 virus and the spread of disease caused by this virus, including the principles and methods of anti-epidemic measures in order to neutralize the sources of infection and cut the pathways of spreading this infectious disease; (2) tasks of public administration bodies in the field of preventing and combating infection or the infectious disease; (3) rights and obligations of service providers and recipients and other persons residing in the territory of the Republic of Poland in the field of preventing and combating infection or the infectious disease; (4) the rules for covering the costs of carrying out the tasks referred to in items 1-3, in particular the mode of financing health care services for people suspected of having infection or the infectious disease in order to ensure that these people have appropriate access to diagnosis and treatment.
This Act is composed of four sections: General provisions (Sec. 1); Detailed provisions (Sec. 2); Changes in provisions (Sec. 3); Transitional and final provisions (Sec. 4). The Act establishes in particular: possibility of ordering remote work in workplaces during quarantine or epidemiological supervision in connection with the suspicion of coronavirus; the right to receive additional care allowance by parents exempt from work in order to take care of the child in case of closing a nursery, kindergarten or school; the right to purchase goods or services necessary to counteract the coronavirus without compliance with the Public Procurement Law; the possibility of derogation from the provisions of the construction law in connection with counteracting COVID-19; the right to determine by the Minister of Health the maximum prices for specific medicinal products, medical devices and foodstuffs for particular nutritional uses necessary to counteract COVID-19; the right to issue a pharmaceutical prescription by a pharmacist in the event of a patient's health risk related to COVID-19.
