Abstract
The Public Procurement Law establishes a comprehensive legal framework for public procurement in Poland. It defines the scope of regulated matters, including procurement principles, procedures, thresholds, and types of contracting authorities. The law implements EU directives and aligns with international agreements such as the WTO GPA. It applies to public, sectoral, and subsidized entities and outlines exclusions and special procedures. Key measures include the establishment of procurement plans, rules for estimating contract value, and provisions for joint procurement and central purchasing bodies. The law also addresses transparency, competition, and confidentiality in procurement processes. Implementation is overseen by designated authorities, with mechanisms for legal protection and dispute resolution.
