Abstract
This Regulation of the Minister of Climate and Environment, which is composed of 15 articles, establishes principles of state aid for investments in energy storage systems within Poland, as part of the National Recovery and Improvement Plan. The present regulation aims to facilitate the development of electricity storage infrastructure, emphasizing the allocation of direct grants to eligible entrepreneurs, with specific eligibility criteria and conditions to ensure compliance with environmental and legal standards. Key measures include the provision of aid in the form of direct grants. The regulation specifies eligible costs, such as construction, infrastructure, land purchase, and intangible assets, and sets a deadline for aid application submissions until 31 December 2025. The regulation also stipulates that aid shall be granted only for new or expanded energy storage capacities, and that projects must not cause significant environmental damage. Implementation procedures involve a competitive application process managed by the aid provider, the National Fund for Environmental Protection and Water Management. Applicants are required to submit detailed documentation, including specified information, and the aid is granted through contractual agreements.
