Abstract
The role of the State Environmental Policy 2030 is to ensure Poland's ecological security and a high quality of life for all residents. The Policy strengthens the government's actions aimed at building an innovative economy while maintaining the principles of sustainable development. The main objective of the Policy is development of the environmental potential for citizens and entrepreneurs. The detailed objectives were defined in response to the most important trends in the area of the environment, in a way that allows for combining issues related to environmental protection with economic and social needs. The detailed objectives concern health, economy and climate. The implementation of environmental objectives is to be supported by horizontal objectives concerning ecological education and the effectiveness of environmental protection instruments. The aim is to develop the ecological competences, skills and attitudes of society and to improve environmental protection management in Poland.
Specific objectives will be implemented through intervention directions such as: (1) sustainable water management, including ensuring access to clean water for society and the economy and achieving good water status; (2) elimination of sources of air pollution emissions or significant reduction of their impact; (3) protection of the earth's surface, including soils; (4) counteracting environmental threats and ensuring biological, nuclear and radiological safety; (5) management of natural and cultural heritage resources, including protection and improvement of the state of biodiversity and landscape; (6) supporting multifunctional and permanently sustainable forest management, waste management towards a circular economy; (7) management of geological resources by developing and implementing the state's raw materials policy; (8) supporting the implementation of eco-innovations and disseminating the best available BAT techniques (which consist in determining emission limits for larger industrial plants); (9) counteracting climate change; (10) adaptation to climate change and managing the risk of natural disasters; (11) environmental education, including shaping sustainable consumption patterns; (12) improving the system of environmental protection control and management and improving the financing system.
The 2030 National Environmental Policy will be the basis for investing European funds from the financial perspective for 2021–2027. The strategy also supports the implementation of Poland's goals and commitments at the international level, including at the EU and UN level, particularly in the context of the EU's climate and energy policy goals until 2030 and the sustainable development goals included in the 2030 Agenda.
