Abstract
The Strategic Plan for the Common Agricultural Policy for 2023-2027 has been developed on the basis of an analysis of the needs of Polish agriculture, using the opportunities offered by the reformed Common Agricultural Policy (CAP). This approach provides an opportunity, also in the coming years, to effectively and permanently strengthen the competitiveness and development of Polish agriculture and the development of rural areas, taking into account aspects of the transition to a green and digital economy. The CAP Strategic Plan implements nine specific objectives of the Common Agricultural Policy: (1) supporting fair farm incomes and their resilience across the Union in order to increase food security; (2) increasing market orientation and competitiveness, including a stronger focus on research, technology and digitalisation; (3) improving the position of farmers in the value chain; (4) contributing to climate change mitigation and adaptation, as well as sustainable energy production; (5) supporting the sustainable development and efficient management of natural resources, such as water, soil and air; (6) contributing to the protection of biodiversity, enhancing ecosystem services and protecting habitats and landscapes; (7) attracting young farmers and facilitating the development of economic activities in rural areas; (8) promoting employment, growth, social inclusion and local development in rural areas, including the bioeconomy and sustainable forestry; (9) improving the response of EU agriculture to societal needs regarding food and health, including safe, nutritious and sustainable food, as well as well-being animals.
The Strategic Plan also implements a cross-cutting objective, which is to modernize the sector by supporting and sharing knowledge, innovation and digitalization in agriculture and rural areas and encouraging their use. The Strategic Plan is implemented with EU funds. Support under the Strategic Plan is aimed at farmers and their groups, local governments, entrepreneurs and residents of rural areas. The Strategic Plan implements long-term objectives. This will improve the resilience of the food system, strengthen supply chains and optimize the use of production resources. The Strategic Plan is an additional element of certainty and stability for farms, regardless of the prevailing international situation.
