Bylaw No.2 of 2014 on Livestock and Animal Identification and Traceability.

This Bylaw consisting of 37 articles aims at regulating the identification and traceability of local and imported animals by the veterinary services under the mandate of the Ministry of Agriculture. It applies to domestic and imported sheep, goats, cattle, equine, camels, pigs, poultry, fish, bees, and dogs in Palestine, for the purposes of their identification, recording and tracing. Responsible body for implementing the provisions of this Bylaw is the General Directorate of Veterinary Services and its representative in the district or region. The identification of livestock and animals takes place through the number that is given to them by the General Directorate in the Ministry. The Bylaw provides for: 1) data required to be available in the tag placed on the livestock ear (country code, district code as defined by Central Bureau of Statistics, icon representing the type of animal by Central Bureau of Statistics rankings, six-digit serial number of each type of animal); 2) Identification Card of the farm (containing country code, district code as defined by Central Bureau of Statistics, veterinary code location as defined by the Central Bureau of Statistics, the breeder code consisting of four slots, symbol represents the type of animals on the farm as classified by the Central Bureau of Statistics); 3) a computerized record to be maintained by the General Directorate, and records to be kept by the breeders; 4) records to be kept by the breeder which include the movement of all animals entering the herd and leaving it; all dead, newborn, slaughtered and sold animals, and others events; and any change of ownership of the animals, 5) necessary elements of an animal traceability system for animal movements; 6) provisions on monitoring and inspection; 7) a number of reporting obligations for the breeder; 8) little information about the costs (i.e. in case of loss of the tags or identification cards, the breeder bears the costs of new tags and the cancellation of the old tags in the records by the Veterinary Department in the district).
