Local Government Sector Strategy 2017-2022.

This Local Government Sector Strategy for the period 2017 - 2022 is a nationwide sectoral document aiming to (i) update the previous Strategy 2014-2016; (ii) analyze the performance of the local government sector in the past period, review achievements related to policies and strategies, and provide an updated analysis of the current situation, which will help identify future policy priorities to reach the Vision of a local governance capable of achieving sustainable development with effective community participation. The document sets out the following Strategic Objectives (i) developing an appropriate legislative and institutional system for organizing and managing the sector; (ii) improving the institutional performance of local authorities and activating their material and human resources to provide quality services to citizens, including the development of (a) control and information systems; (b) basic public utility services such as infrastructure (water, electricity, sewage, roads) and public and community buildings; (c) solid waste and sanitation management systems, including recycling and reuse; (iii) making the local bodies more stable and sustainable financially; (iv) giving an active and supportive role to the local authorities in stimulating local economic development, including the encouragement of a green and sustainable economy and setting appropriate standards, procedures, incentives and controls to ensure optimal and sustainable economic utilization of traditional and non-traditional natural resources; (v) giving wider participation of male and female citizens in decision-making, oversight of implementation and fulfillment of their obligations towards local authorities, including awareness and education programs to enhance the concept of citizenship based on rights and duties, and the development of mechanisms that ensure the effective participation of male and female citizens in setting priorities.
