Abstract
This "Military Order" decrees the following: abstraction of groundwater must be in conformity with this Order; establishment, installation, possession and management of water companies must be authorized by the "Water Officer" who will be nominated by the "Military Governor"; the licence for water use will be issued by the "Water Officer".
