Ministerial Council Resolution No. 8 of 2010 on animal health monitoring system.

This Resolution provides for the animal health monitoring system in Palestine. Article 1 defines some words and expressions for the purposes of applying the provisions of this Resolution. Article 2 states that all animal owners should record in the competent public administration their possession according to the instructions of the system mentioned in this Resolution. The competent authority takes all measures for the registration of animals and their numbering in accordance with the provisions (Art.3). It is prohibited harboring, selling, or slaughtering, or handling any animal or animal products if not yet registered or numbered (Art.4). Article 10 obliges All animal owners to apply bio-security measures and the quality of breeding, as well as the monitoring of epidemic diseases and reporting rapid epidemic developments. Animals or animal products are not allowed in the country unless having passed through the provisions of the quarantine system; sick animals or animals suspected to be sick are prevented from display; and the transfer of sick animals from one place to another, their trade or slaughter is prohibited; healthy animals or their products can be transferred if accompanied with health certificates (Art. 11). The Minister shall issue a list of diseases and technical instructions and veterinary health measures to be taken (Art.12). The competent public administration shall take measures and actions in 1. Examination of animals suspected or suffering from any disease, 2. Sampling of animals to perform diagnostic tests, 3. Preventing the transfer of healthy animals unless having obtained health certificates (Art.13). Article 15 states the measures to be taken in case of suspicion of a contagious disease. The Minister issues the measures to be taken for the slaughter of small animals (Art.25). The 3 Annexes are an integral part of this Resolution. (Art.27). Any provisions contradicting the provisions of this Resolution are repealed (Art.28).
