Abstract
This National Development Plan for Palestine is a nationwide multi-sectoral document consisting of two main parts: one is purely political, the other economic. This latter focuses on the new development paradigm of the development by clusters, a concept of development that allows taking advantage of the competitive advantage of each of the country's governorates, and maximizing these advantages in economic terms. In other words, clustered development means packing the Palestinian geography and its economic, institutional, educational and other activities into interconnected clusters, in order to reach the general national goal and contribute to achieving it with the participation of all development partners, namely the government, local bodies, the private sector, community, universities and donors. It is necessary a shift in the outputs of the educational system, and the nature of jobs and job opportunities. The Plan aims to (i) encourage industrial, agricultural and tourism production; (ii) reduce unemployment and fight poverty; (iii) enhance the role of women and youth; (iv) pay attention to education and vocational training; (v) preserve public freedoms and enhance transparency; (vi) strengthen and establish industrial cities, in addition to creating development pioneering projects, business and technology incubators; (vii) enhance investment in clean energy and pay attention to water resources; and (viii) enhance the resilience of citizens by improving health, educational and economic services, social protection and other basic services.
The entire document focuses on three pillars (1) ending the occupation; (2) excellence in serving people; and (3) sustainable development. Leaving aside the first pillar, which is exclusively political, the second mainly concerns governance and consists of two main issues (i) government at the service of the citizen by enhancing the response of local bodies to the citizen; upgrading the level of public services provided; and reform and development of the land sector (which includes completing the registration of lands; settling immovable assets and protecting property rights; raising the efficiency of completing land transactions and regulating the real estate market; and efficient management of state lands and religious endowment lands); (ii) effective, non-bureaucratic government, promoting integrity, accountability and transparency, and combating corruption; enhancing the efficiency of public institutions; and efficient and effective management of available resources. As for the third pillar, concerning the sustainable development, the Plan lists the following 5 priorities (i) economic disengagement and development by clusters; (ii) the law above all to achieve social justice; (iii) good education as a right for all; (iv) general health coverage; (v) a cohesive society for resilience and development.
The enhancement of more efficient and inclusive agricultural and food systems, the document considers it necessary (i) to develop value chains of Palestinian products; (ii) protect farmers and support their resilience, especially small farmers in threatened and marginalized areas; (iii) develop and implement agricultural clusters for the sake of self-reliance; and (iv) enhance the competitiveness of agricultural products.
To increase the resilience of livelihoods to disasters, the Plan focuses mainly on environmental issues such as (i) control of pollution rates; (ii) adaptation to the phenomenon of climate change and the mitigation of greenhouse gas emissions; (iii) promotion of integrated management of solid and hazardous waste; (iv) expansion of wastewater management, treatment, and reuse; (v) sustainable management and protection of natural resources, especially land, water, and energy; (vi) preservation of biological diversity, nature reserves, and increasing of green areas; and (vii) increasing dependence on renewable energy sources.
