Abstract
This National Inclusive Strategy for the Energy Sector is the last of several policies aimed at setting the strategic framework for the energy sector development in Palestine starting from 2011. This document, related to the 2017 - 2022 period, updates the previous ones by taking into account (i) the new agreements with the Israeli side regarding the transfer of the distribution sector to the Palestinian government; (ii) the government's plans to exploit and develop the sources of petroleum and natural gas in Palestine and to provide the Gaza Strip with a source of natural gas to produce electricity; (iii) the laws and legislation related to the development of renewable energy sources in Palestine. The Strategy is based on the Vision of building a comprehensive and integrated Palestinian national energy system (i) capable of securing energy from multiple sources, especially clean energy sources; (ii) secure and sufficient to meet the needs of comprehensive and sustainable development at prices that reflect the effective cost of supply and consumption; (iii) able to exploit all available energy sources locally and reduce the negative environmental impacts resulting from the supply and consumption of energy; (iv) of high efficiency, quality, and reliability that achieves International quality standards necessary for social development and economic growth.
The document sets out the following strategic objectives for the sector (i) more ability to meet energy needs and security; (ii) energy secured to the consumer in sufficient quantities with technical and environmental specifications that meet international standards; (iii) efficient and effective institutions; (iv) a more economically efficient energy sector. These objectives shall be achieved through the following strategies (i) diversifying sources and providing a strategic reserve of energy; (ii) exchanging energy with neighboring countries through electrical interconnection projects; (iii) developing the transmission and distribution system; (iv) applying modern technologies and automate monitoring and control of the energy transmission and distribution system; (v) completing the building and activation of public institutions in the energy sector; (vi) raising the efficiency of working cadres in the energy sector.
