Abstract
This Water Authority Strategic Plan represents a 3-year road-map for the work on the institutional level and a basic component for the process of development and advancement of institutions and communities that stride for the improvement and development of services, as stated in the Vision according to which the aims is to reach a sustainable and integrated water resources that can achieve the basic and developmental needs of the state of Palestine. The consequent Mission is to make the PWA a public institution that strives to manage, develop and protect the water resources and its infrastructure in a just, integrated and sustainable manner in order to provide water that is suitable for different purposes which guarantees the protection of the environment and achieve the objectives of the development of Palestinian society.
A number of values are adopted in order to achieve a vision and mission of the institution and its strategic goals, namely (i) the leading role of women and a gender–sensitive approach in all activities; (ii) interaction with all end users of improved water sector services; (iii) sense of belonging to the institution and the homeland; (iv) respect of regulations and laws; (v) equal opportunities; (vi) shared management and team work spirit; (vii) transparency and integrity; (viii) outstanding performance and incentives, and (ix) innovation, pioneering and creativeness.
The PWA works to achieve the following goals and objectives in the next 3 years (i) develop and protect water resources using an integrated water resource management; (ii) achieve justice distribution of water and wastewater services; (iii) achieve efficient management and good governance in the water sector; (iv) invest in organizational development and achieving the operational excellence of the PWA.
To make agriculture more productive and sustainable, the PWA shall (i) work with and provide technical support to the Ministry of Agriculture in order to rehabilitate agricultural and to provide water needed for irrigation; (ii) rehabilitate springs used for agriculture in cooperation and coordination with the Ministry and local authorities; (iii) develop and exploit new and alternate water resources; (iv) develop and rehabilitate water and wastewater infrastructure; and (v) maintain water quality of different water resources in all areas.
In order to enable more inclusive agricultural system, the document encourages the communities to establish Water User associations.
As for the Governance, the Water Law 14/2014 focused on the development of the institutional infrastructure of the water sector and gave the PWA the responsibility to direct the work and oversee the restructuring and building of efficient institutions. Therefore, main interventions of the Authority in this direction will concentrate on (i) establishing and developing institutions working in the water sector at both management and distribution levels; (ii) building the technical and managerial capacities for the water sector human resources; (iii) enhancing the participation of the private sector in the management and distribution of water and wastewater.
