Abstract
This Water Sector Reform Plan 2016-2018 is an update of the Water Sector Reform Plan 2014-2016. It is a 3-years sectoral document aiming at envisaging actions and targets of key actors to (i) achieve agreed targets that contribute to accomplishing the objectives of the water sector reform; and (ii) provide a basis to monitor progress of the sector reform, and a reference against which corrective measures can be justified.
At this end, the Plan indicates a set of achievable targets and measurable indicators that aim at guiding the work of the institutions involved in the sector reform and its 5 main objectives, that are as follows (i) establish capable and sustainable institutions within a legal framework that clearly defines their roles, responsibilities and the relationship between them; (ii) improve water supply and sanitation strategies, policies, investment programs, project designs, and the implementation of projects; (iii) accelerate equitable access to a quality service, while providing improved efficiency and cost-recovery; (iv) build the institutional knowledge, policies, and monitoring and enforcement capacities, as part of an effort to achieve a more sustainable water resources management; (v) improve water demand management and public health awareness in line with the development of water conservation, environmental and public health policies.
The targets are listed in Annex 2, together with their presumed deadline, and they deal with (i) planning and monitoring of the reform process; (ii) supporting the implementation of the 2014 Water Law through strategies, policies, plans and by-laws; (iii) establishing capacities of water sector institutions to fulfill their mandate; (iv) ensuring water and wastewater service during the transitional period until regional water utilities are established; (v) managing agricultural water use according to the 2014 Water Law; and (vi) promoting legal framework and strategies to protect water resources from pollution.
