Abstract
This Act establishes a regime for fishing into public and private waters (regulated by Decree No. 5787-III of 10 May) as well as for brackish waters that periodically communicate with the sea and estuaries intermittently closed. The reserved fishing zones shall be established by order of the State Secretariat for Agriculture, on proposal from the Director-General for Forestry and Fisheries Services. Fishing concessions shall be authorized by the State Secretariat for Agriculture, after consulting the Director-General for Forestry and Aquaculture Services, for a period not exceeding ten years and paying an annual fee. Fishing concessions may only be requested by the following entities: a) Clubs or associations of fishermen; b) National Foundation for Joy in Work and National Portuguese Youth Organization; e) Municipal and other administrative bodies with competence in the field of tourism referred to in Law No. 2082 of 4 June 1956.
