Abstract
This Council of Ministers Resolution approves the Strategy for Increasing Sustainable Cereal Production in Portugal for the period 2025-2030, known as +Cereals Strategy. The Strategy aims to strengthen national food sovereignty by reducing Portugal’s structural dependence on cereal imports. In a context of global market instability, rising production costs, and heightened geopolitical tensions, the strategy seeks to reverse the long‑term decline in national cereal cultivation. Its first strategic objective, +Yield, focuses on boosting the competitiveness and profitability of cereal production through higher productivity, lower production and energy costs, and improved economic conditions for farmers. The strategy promotes the adoption of efficient farming methods and investment instruments that support income stability and ensure environmental sustainability. The second strategic objective, +Organization, emphasizes the need for stronger structural coordination across the cereal value chain. It aims to enhance the role of producer organizations, foster economies of scale, and improve risk‑management mechanisms, including mutualism and agricultural insurance. Organizational strengthening also includes encouraging the adoption of digital and precision agriculture, improving contractual relationships between producers and industry, and promoting market transparency.
By reinforcing interprofessional structures, the strategy seeks to stabilize supply chains, improve negotiation power for farmers, and harmonize actions across the entire sector. The third strategic objective, +Resilience, addresses the growing vulnerability of Portuguese agriculture to climate change, water scarcity, and external shocks. Measures focus on improving water‑storage capacity, ensuring efficient use of natural resources, fostering biotechnological innovation, and strengthening adaptation to climate impacts. This objective is supported by a transversal pillar, +Knowledge, which promotes innovation, research, digital transformation, and data‑driven decision‑making. By investing in technology, meteorological information systems, and knowledge transfer, the strategy aims to create a more robust, sustainable, and adaptive cereal sector capable of ensuring long‑term national food security.
