Abstract
This Resolution aims to ensure continuity in Portugal’s climate adaptation policy by extending the validity of the National Strategy for Adaptation to Climate Change 2020 (ENAAC 2020) until 31 December 2026 while simultaneously forwarding the National Strategy for Adaptation to Climate Change 2030 (ENAAC 2030) to the Portuguese Parliament for approval. The resolution recognizes Portugal’s growing exposure to climate-related risks, including heat waves, droughts, storms, floods, wildfires, sea-level rise, coastal erosion, and ocean warming, and highlights the need to strengthen national resilience, improve preparedness for climate impacts, and protect people, infrastructure, economic activities, and ecosystems. The extension of ENAAC 2020 is intended to maintain continuity in climate adaptation governance and preserve access to funding under the Portugal 2030 programme while the approval process for ENAAC 2030 is completed. The resolution also outlines the strategic orientation of ENAAC 2030, which inaugurates the third cycle of Portugal’s national adaptation policy. The new strategy is designed to reinforce climate resilience through improved risk assessment, prevention, preparedness, recovery, and long-term adaptation planning. It draws on updated scientific evidence, including the National Adaptation Roadmap 2100, and foresees the creation of a Climate Risk Platform integrating climatic, hydrological, territorial, agricultural, forestry, phytosanitary, animal health, and other monitoring data to support decision-making. The strategy further promotes the integration of climate adaptation into key sectors such as forestry, marine and coastal management, tourism, and disaster risk reduction, with the objective of reducing climate vulnerabilities and strengthening the country’s capacity to respond to increasingly severe climate impacts.
