Abstract
The National Waste Management Plan 2030 (PNGR 2030) establishes the national strategy on the prevention and management of waste and the guiding rules that ensure its coherence with other plans and specific instruments aimed at contributing to decarbonization in the context of the necessary transition to a circular economy. The PNGR 2030, based on the guiding principles of waste management, set out in the annex to this PNGR 2030, aims to present the strategic objectives that should guide the waste policy in mainland Portugal and the Autonomous Regions, in the period between 2023 and 2030, assuming the waste management as real resource, regardless of the model of responsibility for waste management, between the two set out in the annex to this Plan, contributing to an integrated management, justify that the PNGR 2030 strategically fits the two sectoral plans as follows: a) Strategic Plan for Urban Waste (PERSU), for a type of waste with particular responsibility of the municipalities and in which citizens have a decisive role; b) Strategic Plan for Non-Urban Waste (PERNU), covering the other types of waste, taking into account the dissemination of responsibilities (producers/holders) and the possibility of promoting synergies in their management.
