Council of Ministers Resolution No. 62/2024 approving the River Basin Management Plans.

Water Law No. 58/2005 of 29 December transposed into national legislation Directive No. 2000/60/EC of the European Parliament and of the Council of 23 October establishing a framework for Community action in the field of Water Framework Directive (WFD). The WFD aims to establish a framework for the protection of inland surface waters, transitional waters, coastal waters and groundwater. The environmental objectives of the WFD and the Water Law must be pursued through the implementation of programmes of measures specified in the river basin management plans (PGRH). The PGRH, as water planning instruments, aim to provide an integrated approach to water resource management by river basin district and, within that district, by water body, giving coherence to information for action and systematizing the resources needed to meet the defined objectives.
These plans are instruments for planning water resources and are aimed at the management, protection and environmental, social and economic enhancement of waters at the level of the river basins within a given river basin district. Under the terms of Article 24(b) and 29 of Law No. 58/2005 of 29 December, and the Constitution, the Council of Ministers resolves: to approve the management plans for the 3rd planning cycle of the following River basin Regions: a) Management Plan for the Minho and Lima River basin Region (RH1), referred to as the Minho and Lima PGRH; b) Management Plan for the Cávado, Ave e Leça River basin Region (RH2), referred to as the Cávado, Ave e Leça RMP; c) Management Plan for the Douro River Basin District (RH3), referred to as the Douro River Basin Management Plan; d) Management Plan for the Vouga, Mondego and Lis River Basin District (RH4A), referred to as the Vouga, Mondego and Lis River Basin Management Plan; e) Management Plan for the Tagus and Ribeiras Oeste River basin Region (RH5A), referred to as PGRH do Tejo e Ribeiras Oeste; f) Management Plan for the Sado and Mira River basin Region (RH6), referred to as the Sado and Mira RMP; g) Management Plan for the Guadiana River Basin District (RH7), referred to as the Guadiana River Basin Management Plan. do Guadiana; h) Management Plan for the River basin Region of Ribeiras do Algarve (RH8), referred to as the PGRH das Ribeiras do Algarve.
