Abstract
The Basic Health Law, approved by Law No. 95/2019 of 4 September provides that health promotion, disease prevention and improvement of the population’s health status, namely through the implementation of national, regional and local plans are the foundations of health policy, and the State is responsible for monitoring the health status and the well-being of the population, through the development and implementation of health observation instruments. The National Health Plan 2030 (PNS 2030) is the first to cover a time horizon of one decade, marked by important challenges, but also by opportunities.
The 2030 Agenda for Sustainable Development of the UN, in force since 2016, commits Member States to integrate sustainability strategies into their plans, programmes and projects, such as: the importance of interconnection between countries, the urgency of quick actions, and the implementation of integrated approaches, of which «One Health» is an example, oriented towards the prevention and mitigation of risks arising from interactions between people, animals, plants and environment, including the threat of antimicrobial resistance; the importance of infectious and parasitic diseases associated with global warming, viral infections with pandemic potential, antimicrobial resistance and public health emergencies, due to the increase of global warming. In line with the Portugal Strategy and with the commitment assumed by Portugal, the PNS 2030, with a focus on sustainable health, aims to improve the health and well-being of the population, through a social commitment to health "without leaving anyone behind", preserving the planet and without compromising the health of future generations.
