Decree-Law No. 12/2023 on the general rules of the Strategic Plan for the Common Agricultural Policy of Portugal.

This Decree-Law establishes the general rules of the Strategic Plan for the Common Agricultural Policy of Portugal (PEPAC Portugal). PEPAC establishes three general objectives that will be evaluated through performance indicators. These three objectives comprise the guarantee of food supply, where agriculture plays the main role, the contribution to the pursuit of the European Union's environmental and climate objectives, with particular emphasis on the European Ecological Pact and also the socio-economic development of rural territories. In the construction of the Strategic Plan of the Common Agricultural Policy of Portugal «PEPAC Portugal» for the programming period 2023 2027, submitted by the national authorities, and approved by the European Commission in August 2022, the achievement of the general objectives set out is reflected in a significant focus and coordination of public support provided by agricultural funds. The elaboration of PEPAC Portugal involved a detailed programming exercise, a broad consultation with interested parties and an active dialogue with the European Commission.
PEPAC Portugal has the following structure: a) Axes related to the European Agricultural Guarantee Fund (EAGF): i) Axis A — Performance and sustainability; ii) Axis B — Integrated sectoral approach; b) Axes related to the European Agricultural Fund for Rural Development (EAFRD): i) Axis C — Rural development — Continent; ii) Axis D — Integrated territorial approach — Mainland; iii) Axis E — Rural development — Autonomous Region of the Azores; iv) Axis F — Rural development — Autonomous Region of Madeira; c) Technical assistance transversal axis and the Common Agricultural Policy network (PAC Network), financed by FEADER.
