Abstract
This Decree-Law, consisting of 9 Chapters, establishes the legal regime of municipal services for public water supply, wastewater sanitation and urban waste management. It establishes that Municipal services are responsible for: management of municipal collection systems for handling, storage and distribution of water for public consumption, as well as management of pipes not connected to the public water distribution, which are source of water for human consumption; management of municipal collection systems for treatment and disposal of urban waste water and collection, transportation and final disposal of sludge from individual septic tanks; management of municipal collection systems for transportation, storage, sorting, treatment and disposal of urban waste, decontamination of soils and monitoring of waste disposal locals after the closure of facilities.
