Abstract
This Decree-Law establishes the First amendment to Decree-Law no. 102/2010 of 23 September, which establishes the system for the management and assessment of air quality, transposing into National legislation EU Parliament Directive No. 2008/50 of the European and the Council of 21 May 2008 on air quality and cleaner air for Europe. Amendments deal with: levels above which short-term exposure poses risks to human health in particular to sensitive groups in the population from which immediate disclosure of adequate information is required; networks and private air quality monitoring stations, whose placement is required in compliance with the conditions imposed under the licensing of an associated installation, shall carry out the measurements respecting all the requirements and air quality standards. Zones and agglomerations where the levels of one or more pollutants exceed the limits of tolerance, or the target value shall establish integrated air quality plans which cover all related pollutants, including appropriate measures to ensure that the period of exceeding is as short as possible and specific measures to protect sensitive population groups, in particular children is established.
