Abstract
This Decree-Law approves the legal regime of land cadastre, establishes the National Cadastral Information System (SNIC) and the cadastral chart as the universal register of properties in the land cadastre regime. It also makes the first amendment of Law No. 3/2015 of January 9, regulating the regime of access and exercise of the professional activity of property registration, in accordance with Law No. 9/2009 of 4 March and Decree-Law No. 92/2010 of 26 July transposing Directives No. 2005/36/CE on the recognition of professional qualifications, and 2006/123/CE on internal market services. This Decree-Law applies to buildings and vacant lots existing in national territory and, with the necessary adaptations, to buildings in the public and private domain of the State. This decree-law applies to the Autonomous Regions of the Azores and Madeira, without prejudice to their respective legislative powers in terms of land registration.
The Directorate-General for Territory (DGT) and the National Land Registry Authority are responsible for: a) Ensuring the application of the legal regime for land cadastre; b) Promoting the legal regime of land cadastre and the simplified cadastral information system; c) Developing, coordinating and managing the SNIC, ensuring operation with the single portal for public services and with the Balcão Único do Prédio (BUPi), provided for in the regime of the simplified cadastral information system; d) Managing and preserving the cadastral information, making permanently available, within the scope of the SNIC on the single portal for public services the characterization data and the identification of the registered buildings; e) Ensuring the registration and enrollment system for land surveyors (TCP) and keeping the respective official lists permanently updated; f) Ensuring the registration system of legal persons executing land registration and keeping the respective official list permanently updated, etc.

This Decree-Law enters into force 90 days after its publication.

Last amended up to Decree-Law No. 36/2024 of 21 May establishing that Article 90 of Decree-Law no. 72/2023 of 23 August is replaced by the following: Article 30(3) and (4) shall take effect on 1 January 2025.
