Abstract
The vision of the National Strategy to Combat Food Waste (ENCDA) is Zero food waste for a Sustainable production for responsible consumption and is intended to reflect the Commission's objective of concerted action, without overlapping or conflict of approaches, maximizing synergies so as not to jeopardize initiatives already launched on the ground, aiming at zero food waste: Sustainable production for responsible consumption. The vision has as its starting point the mission of the National Commission for Combating Food Waste (CNCDA), Combating food waste, a shared responsibility of the producer to the consumer, in a perspective of reflecting the mission of the founding dispatch of the CNCDA, that is, to promote the reduction of food waste through an approach integrated and multidisciplinary.
The ENCDA architecture is based on the diagnosis, identified needs and SWOT analysis, based on three strategic objectives. Strategic Objective 1: The prevention of food waste will always be the best tool to mitigate the problem. That is, for less food waste generated, less need downstream of its reduction and less the propensity to, in the limit, will reach the residue stage. Strategic Objective 2: A harmonized methodology at European level is expected to be implemented in the short/medium term, while work is continuing to develop the methodology for calculation of food waste at different stages of the chain. From the knowledge of the starting point, it will be possible, at every moment, to know how much and where it is being reduced. Strategic Objective 3: Information by direct and indirect actors and all civil society will be fundamental for the awareness of everyone in the central objective of prevention and reduction of waste, from an effective monitoring and regular results reporting.
The strategic objectives outlined took into account not only a limited number of operational objectives, but also coherent with each other, in order to maintain the focus of the measures, in the following prevent-reduce-monitoring sequence. OP1: Raise awareness to reduce food waste; OP2: Increase awareness of the school-age population for the prevention of food waste; OP3: Increase trainings to agents and economic operators; OP4: Develop a proactive communication policy; OP5: Increase innovation capacity and promote good practices in reducing food waste; OP6: Reduce administrative barriers; OP7: Strengthen cooperation between actors; OP8: Develop a waste measurement system at the different stages of the chain; OP9: Develop a waste reporting system in the different phases of the chain.
