Abstract
This Regional Regulatory Decree approves the Regulation of the Management Plan of the Furnas Basin Lagoon (POBHLF) and establishes the classification of this Lagoon as a protected water body. The POBHLF Regulation, consisting of 41 articles divided into four Titles and three Annexes, establishes the rules for safeguarding the natural values of the water catchment area of the Furnas lagoon, by laying down the rules governing the settlement, use and transformation of the soil. The POBHLF is a special land use planning area. The POBHLF has the nature of administrative regulation and prevails over the municipal and inter-municipal plans of land use planning. The Plan aims to harmonize human uses and activities with the protection and environmental valuation of the river basin and with the recovery of water quality. The POBHLF also aims to pursue the following guidelines: a) Increase biodiversity; b) Minimize geotechnical risks; c) Reduce the effluent flow to the lagoon; d) Safeguard the sustainability of incomes; e) Diversify and consolidate the local economic base; f) Promote local values.
