Abstract
The Action Programme for the Adaptation to Climate Change (P-3AC) aims to achieve the second objective of ENAAC 2020: to implement adaptation measures; essentially by identifying physical interventions with direct impact on the territory. To this end, it sets out the lines of action and priority adaptation measures, identifying the entities involved, the monitoring indicators and potential sources of funding. The climate change adaptation policy in Portugal is in a state of maturity that allows the identification of priorities regarding key decision support instruments and the implementation of direct intervention actions in the territory and infrastructures. Resources should be made available for these responses to be realized, thus contributing to the implementation of the various adaptation plans and strategies.
In this context, the identified actions are those of priority implementation, with a view to reducing main vulnerabilities in national territory, increasing their resilience and contributing to the well-being of the population, in particular of the most vulnerable groups. By identifying the main vulnerabilities and related priority areas of intervention, this Programme is intended as a guideline to achieve the following goals: In the short term (by 2020), mobilize financing instruments; In the medium term (by 2030), support policy-making, policy instruments and/or financing exercises to guide the implementation of more structural actions that contribute to reducing the vulnerability of the territory and its economy to climate change by minimizing related impacts. Cross-cutting actions are those identified as part of the work of ENAAC Thematic Areas, which indirectly contribute to the reduction of territorial vulnerabilities to climate change and to the promotion of resilience of sectors and population. Each of the Action Lines is properly described in an individual fact sheet (Annex I).
One of the main objectives aims at performing the following issues: Reduce the risk of coastal flooding; Ensure a more resilient coastline to erosion, overgrowth and coastal flooding phenomena in particular in built-up areas and/or urban centres; Ensure sedimentary replenishment, including high magnitude artificial operations and the operationalization of processes promoting the natural restoration of sedimentary transit from river basins; Maintain or restore natural transition zones between coastal and terrestrial ecosystems.
