Resolution of the Council of Ministers No. 49/2020 creating the Landscape Transformation Programme.

This Resolution, creates the Landscape Transformation Programme (PTP), as a strategic programme for integrated intervention in territories with vulnerabilities resulting from the conflict between the risk management and the land use occupation, with the aim of promoting a landscape transformation that guarantees resilience, sustainability and enhancement of the territory. In addition, it establishes the following issues: the basic criteria for the delimitation of vulnerable territories covered by the PTP are the forest fire hazard letter, released by the Institute for the Conservation of Nature and Forests, IP (ICNF, IP); the territories defined as vulnerable are identified by the PTP; areas that are covered by large-scale fires, with an area equal to or greater than 500 hectares, may be covered by the PTP, including those that are outside the geographical delimitation of the area of nature conservation, forests and land use. The guiding principles of the PTP are: a) Support and remuneration for the transformation of the long-term landscape, through a locally based participatory process; b) Adoption of public environmental policies that align the interests of society and future generations with those of landowners and managers for a better sustainable management; c) application to rural property of sustainable management as a pillar of the planning of rural territory; d) public interest protection by managing rustic buildings, namely for forest fire protection and prevention of biotic risks (pests and diseases) and abiotics; e) monitoring of projects and evaluation of results according to established goals and objectives of territorial sustainability; f) flexible intervention models in the post-fire to trigger, immediately the necessary actions for emergency stabilization.
