Abstract
The Energy Union Governance and Climate Action Regulation approved under the European Clean Energy Package, presented by the European Commission in 2016, provides for all Member States to prepare and submit to the European Commission a National Energy and Climate Plan (PNEC) for the horizon 2021-2030. This Plan aims at the establishment of goals, objectives and respective policies and measures regarding the following dimensions: Decarbonization, Greenhouse gas emissions and Renewable energies, Energy efficiency, Energy security, Internal market and Research, Innovation and Competitiveness, as well as a clear approach to achieve those objectives and targets. The PNEC will be the main instrument of energy and climate policy for the decade 2021-2030. The PNEC must include a characterization of the existing situation in Portugal in terms of Energy and Climate, covering the above mentioned five dimensions provided for in the Regulation, as well as the definition of national contributions, policies and measures planned to fulfill different global commitments of the European Union.
In this context, and in conjunction with the objectives of the RNC2050, the National Energy and Climate Plan 2021-2030 (PNEC 2030) constitutes the main instrument of the national energy and climate policy for the next decade towards a carbon neutral future. PNEC 2030 establishes ambitious, but achievable targets for the 2030 horizon and sets out the policies and measures for an effective application of the guidelines contained in RNC2050 and for the fulfillment of the defined goals. The answer to this challenge is transformational in the way that some of the most determinant aspects of life in society are faced, particularly with regard to: energy production and consumption, relationship with the production and use of energy, the way in which cities and spaces are designed for housing, work and leisure, and mobility needs. PNEC 2030 is the first in a new cycle of integrated energy and climate policies. It is, therefore, a pioneering and innovative instrument that translates a convergent and articulated approach to achieve the vision established for Portugal: promoting the decarbonisation of the economy and the energy transition, aiming at carbon neutrality in 2050, as an opportunity for the Country based on a democratic and fair model of territorial cohesion that promotes the generation of wealth and the efficient use of resources.
