Resolution of the Legislative Assembly of the Autonomous Region of the Azores No. 14/2020/A approving the Global Plan for the gradual resumption of economic activity.

In the current pandemic situation, the immediate priority is to respond to the public health problem, which requires measures against the functioning of an economy made up of relationships, interactions and connections. The result of this social distance, effective from the point of view of public health, is responsible for the rapid contraction of economic activity, which will lead, in the short term, to a strong recession, insolvencies and unusually high levels of unemployment and, inevitably, to consequent serious social problems. Thus, the Legislative Assembly of the Autonomous Region of the Azores resolves to recommend to the Regional Government of the Azores the following: 1 - With the highest priority, start the elaboration of a Global Plan for the progressive resumption of economic activity, covering all the productive sectors. 2 - The Plan must respect the following assumptions, defined by the WHO, in order to promote a return to normality: a) The transmission is controlled; b) Health systems are equipped with the ability to detect, test, isolate, treat and track all contacts; c) Outbreak risks are minimized in special contexts, such as health facilities and nursing homes; d) Preventive measures are in place in workplaces, educational establishments and others where access by the population is essential; e) The risks of importing the virus can be managed; f) Communities are educated, involved and trained to adjust to the new standards.
