Abstract
This Act provides for biosecurity measures in relation with importation and exportation of a regulated article (including, among other things plants, animals, animal products, fodder, soil and genetic material). The Act also provides with respect to administration of biosecurity control and deals with biosecurity emergencies. "Biosecurity measure" means the inspection, detention, quarantining, testing, treatment, reconsignment or destruction of a regulated article to eliminate or' reduce the biosecurity threat presented by the article. The Act provides with respect to, among other things: import and export of regulated pests and diseases; designation and management of biosecurity holding areas; biosecurity landing clearance; biosecurity import and export procedures; quarantine; powers of Biosecurity Officers; internal control.
The President shall, by Executive Order, provide for the creation and organization of the Division of Biosecurity within the Ministry of Natural Resources, Environment and Tourism in accordance with the requirements and responsibilities outlined in this Act. The Act defines offences and penalties.
