Abstract
Each district government is authorized to establish by law an entity to promote, develop, and support commercial utilization of living resources within its jurisdiction. Functions include: to assist the district government in establishing a marine resources development policy; to make regulations concerning the exploitation of living marine resources as permitted by law; to channel public funds for fisheries development, to operate fisheries facilities and conduct pilot fishing operations, and to participate in large scale commercial fishing which does not attract private investment; to establish and support programs to promote, support and guide fishing cooperative associations (para. 1001). Other provisions concern the following: Succession (para. 1002); Funding (para. 1003); Appropriations (para. 1004); Annual Report (para. 1005); Succession in Absence of Entity (para. 1006). In the absence of an Authority, certain functions may be carried out by the District Administrator.
