Abstract
The Ministry of Agriculture, Fisheries, and the Environment Strategic Plan provides clear direction and leadership in natural resource management that optimizes benefits to Palau's people, economy, and environment. The timeframe of the policy is 4 years between 2021 and 2024. The purpose of the Ministry is to ensure sustainable food production and wise stewardship of marine and terrestrial resources in order to enhance the wellbeing and economic livelihoods of all.
The agriculture, fisheries, and environmental regulations and policies will be reviewed, updated or developed to keep and engage local producers through subsidies; strengthen programs on local subsistence and or commercial purposes; and to continue to safeguard the environment and resource users. The participation in and reporting on relevant United Nations Conventions and other regional and international agreements will be improved. Institutional capacity building will be enhanced to strengthen its administrative and operational system. A Ministry-level system that requires quality data collection, information sharing and communication, monitoring and evaluation, and reporting, will be developed.
The farmers, fishers, and producers cooperatives and associations will be supported to ensure the efficient delivery of extension services with the aim of empowering them to engage in and benefit from sustainable food production and resource use. The production and distribution of existing breeding/propagation programs will be increased to ensure food security and secure livelihoods. The local agricultural and fisheries sectors will be promoted and strengthened. The engagement of subsistence farmers and fishers in the food production sector will be increased. The resource availability to farmers, fishers, and producers will be improved. The Ministry will seek opportunities to diversify crops and livestock under certain environmental and husbandry conditions. Mitigating risks from aquaculture will be addressed through marine spatial planning with the right species variety. Biodiversity conservation and the protection of natural resources will be strengthened to sustain ecosystem services. Endangered species will be protected from anthropogenic threats and from invasive species. The farmers, fishers, and producers will be trained and promoted to use best practices in the fields of use of pesticide, contour farming, fishing gear, fishing techniques, utilizing FADs, etc. The information, products, and technologies will be developed for livestock, horticulture, fisheries, and aquaculture extension programs. Measures will be taken to mitigate priority threats to land and water, such as climate change, wildfires, habitat degradation, and species loss. The market access to local producers will be secured by improving linkages between producers and fishers to the supply chain. New and growing fisher and smallholder businesses will be created and supported through provision of necessary financial and technical services.
