Abstract
The objectives of the Framework are to (i) effective mechanisms for control, coordination, decision making, accountability, and organizational arrangements for all aspects of disaster management and disaster risk reduction, (ii) organizational arrangements to strengthen mitigation, preparedness, response, relief and recovery planning with an integrated and multi-hazard approach, (iii) integrated planning and collaboration for disaster management and disaster risk reduction across and within all levels of government, departments, sectors and communities, (iv) successful implementation of existing and future relevant national, regional and international policies, and (v) integration of climate change adaptation and disaster management planning and strategy.
In order to increase resilience to hazards, disaster risk reduction and management will be strengthened with an all-hazard, integrated, whole-of-government and whole-of-country approach. Disaster risk management will be integrated into sustainable development policies to address social, economic and environmental goals. Prevention, mitigation, adaptation as well as self-help in preparedness, response and recovery will be integrated into national planning and budgetary processes with a multi-hazard approach. Community awareness will be raised through public education, training and preparedness programs with a special emphasis on women and vulnerable groups. Hazard information will be developed and risk and vulnerability assessments will be conducted to create an accurate basis for decision-making processes. Furthermore risk reduction and management activities will be carried out in accordance with the scientific information as well as traditional knowledge. Public, private and community partnerships will be created and promoted. Moreover communities will be empowered to address their risks through capacity building and local involvement will be encouraged for developing and implementing disaster management and climate change adaptation and mitigation strategies.
The National Emergency Management Office shall be responsible for the coordination and implementation of preparedness, response and immediate relief interventions and activities in close cooperation with all stakeholders, departments, sectors, agencies and communities. The Disaster Executive Council consists of all ministers and has duties such as declare national state of emergency, declare end of national state of emergency, commit national and or state resources for disaster management during the period of state of emergency or disaster, provide overall direction and strategic oversight, and request international assistance. Furthermore the National Emergency Committee shall have the responsibility for the implementation and monitoring all aspects of the National Disaster Risk Management Framework.
