Palau National Infrastructure Investment Plan 2021-2030.

This Palau National Infrastructure Investment Plan (NIIP) outlines the Palau's Government priorities and plans for major infrastructure investments over the period 2021-2030, in order to serve the nation’s national development goals, secure comparatively good health and education for its people and improve standards of living. The Plan considers investments in infrastructure taking account of the needs of gender and disability and actual and anticipated impacts of climate change and natural hazards. The goal of this Plan is to sustain a relevant, efficient and effective programme of infrastructure asset management and new investments that help meet the development goals of the country, focusing on the development vision for each of the following sectors: agriculture and forestry, with programmes of research, extension and training; central government administration; education; energy and electricity generation; fisheries and aquaculture, with investments in infrastructure for sustainable economic development and management of the marine and coastal resources; health; information and communication technology; public safety; solid waste management; tourism; road, air and sea transport, ports management; water and sanitation services, in order to provide, protect and maintain infrastructure on an efficient and equitable basis to improve access, standards, and quality of water.
The Plan identifies infrastructure assets and assesses costs of investment and maintenance by category of infrastructure as relevant to Palau. The Plan provides for development partner assistance programmes and further potential Public, Private Partnerships (PPP) for new investment in infrastructure; and for the prioritisation of the generation of public revenues. The Plan reviews the investment needs for the infrastructure assets employed by various sectors in carrying out their operations, including: coastal protection structures, electricity generation facilities, landfill sites, marine ports, wastewater collection and treatment facilities, water production facilities, pumping stations and distribution.
