Abstract
This Policy Framework represents the country's commitment to building synergies for the development of the private sectors, including Micro and Small Enterprises, and to enabling trade and investment to contribute to national development. The Framework is focused on seven key sectors with selected key trade related issues and challenges: agriculture, fisheries, tourism, manufacturing, international trade, investment promotion, private sector development. The vision of the Framework is: to reposition Palau as a trade competitive economy, creating a conducive investment environment and supporting the development of private sector. The mission aims at mainstreaming trade and investment into national development plans and building a resilient and diversified economy. The Framework highlights the following objectives: contributing to sustainable development; facilitating private sector development; enhancing the investment climate; fostering Palau's participation in regional integration; diversification of the economy to avoid risks associated with over-reliance on the tourism sector; enhancing productive capacities and value addition; attracting attract appropriate Foreign Direct Investments as well as supporting domestic investors. Concerning agriculture and fisheries sectors, the Framework focuses on: farming practices and role of women; employment opportunities; strategies to enhance agricultural production while reducing poverty; best practices for livestock production; ensuring sustainable management of fisheries sector; promotion of coastal fisheries; strengthening of aquaculture programmes.
