Abstract
The sections of this Act are divided into 4 subchapters: General provisions (I); Trust Territory Environmental Protection Board (II); Implementation and Enforcement (III); District Environmental Protection Advisory Boards (IV).
The Trust Territory Environmental Protection Board is established in the office of the High Commissioner and is composed of persons holding the offices as specified in section 221. The Board shall have the power and duty to protect the environment and human health. The Board shall balance needs of economic and social development against those of environmental quality and shall adopt regulations and pursue policies which shall promote both needs (sect. 222). The Board shall adopt, inter alia, regulations concerning drinking-water supply and an undergroundwater injection program in accordance with provisions of the Safe Drinking Water Act, and concerning the certification of applicators of pesticides and issue of permits for pesticides.
