General Strategic Plan of the Ministry of Development Planning and Statistics 2018-2022.

This Strategic Plan is a nationwide sectoral document developed, following the results-based planning approach, by the Ministry of Development Planning and Statistics to identify priorities and sought to meet the ambitions of the government related to filling gaps in the planning framework, including the focus on real outputs and results, improving the level of tangible planning and the coordination on the planning process. The final goal is to achieve the aspirations of Qatar National Vision 2030 in sustainable development and a decent life for its citizens. The Mission of the Ministry aims to (i) manage the preparation and follow-up of national development strategies and provide technical planning support for their implementation; (ii) build a national statistical system that supervises all the concerned operations in the country and provides statistical technical support to its members. The institutional tasks are carried out through (a) strengthening of national and international partnerships; (b) investments in employees; (c) focus on the beneficiaries; (d) commitment to quality frameworks; (e) development of optimal planning methodologies; (f) adoption of the best practices of institutional development.
The document highlights two main pillars (1) the pillar of plans and policies and (2) the pillar of official statistics. The first one includes all the planning functions of a developmental nature of the Ministry and deals with operational policies and research to analyze issues related to national development priorities, particularly reviewing priorities in the areas of human development, economic development, social development, and environmental development with the target of the creation of a comprehensive and effective development planning system that addresses the interim development priorities and supports the consistency of sectoral plans. The official statistics pillar, aiming at establishing an official credible statistics that meet the needs of its users, includes all the statistical functions of the Ministry and deals with the official statistics system, the members of the system who are data producers, the main statistical programs, and the main statistical operations of the Ministry, such as the general censuses of population, housing, and establishments.
